Permit to Carry Applicant Instructions

The permit to carry a concealed firearm process is now electronic. The Concealed Carry Permits service allows for online submission of both initial and renewal applications. Approved applications are due for renewal every two (2) years. Renewal applications can be submitted up to four (4) months before the expiration date. Concealed Carry Permit applicants need to have been fingerprinted for firearms purposes in New Jersey and assigned an SBI number before they can apply for a Concealed Carry Permit. All certified firearms instructors in NJ shall now instruct on the CCARE protocol.

Individuals who completed firearms training prior to July 1, 2023, and whose permit to carry does not expire until after December 22, 2023, must requalify on the CCARE protocol or the HQC2-modified protocol issued on July 21, 2023. An individual who completed a course of fire prior to the issuance of the CCARE Protocol is deemed to have satisfied N.J.S.A. 2C:58-4(g)(2) if and only if the prior course included each of the following:

  • A minimum of 50 scored rounds per participant.
  • Minimum passing score of 80% using an FBI type Q target.
  • At least 10 rounds must be from the 15, 10, 7, 5 and 3 yard lines each, or if fewer rounds were fired from those distances, the remaining rounds must have been fired from greater distances.
  • The participant must demonstrate safe holstering and unholstering during the shooting course, which must include safely drawing the weapon from a secured holster before firing at each of the required distances and reholstering after completing the round.
  • The participant must demonstrate proficient and safe reloading during the shooting course.

No substantially similar courses completed after the CCARE Protocol is issued will be accepted.

Following the instructions below for the permit to carry application process:

Step 1: Complete training from a certified firearms instructor on the Use of Force Training for Private Citizen Concealed Carry and qualify on the Civilian Carry Assessment and Range Evaluation (CCARE) receiving a minimum score of 80%. Your firearms instructor must complete the New Jersey Permit to Carry Safe Handling and Proficiency in The Use of Handguns Certification, form SP182. You will need to upload this form when applying for your permit to carry.

Step 2: If you have lived outside of the state of New Jersey in the last ten (10) years, please fill out form SP-066 (Consent for Mental Health Records) and upload it when completing your online application.

Step 3: Visit https://www.njportal.com/NJSP/ConcealedCarry.

Step 4: When you log on, you must enter the Woodstown Police Department’s ORI number which is NJ0171500. This ORI number is valid for Woodstown Borough residents ONLY. If you are not a Woodstown Borough resident, contact your local police department or state police barracks for the correct ORI number.

Step 5: Complete the online application. You may complete the application using a smartphone, mobile device, laptop, or desktop computer.

Step 6: Prior to the execution of your electronic permit to carry application, you must submit payment to the Woodstown Police Department. Payment must be in the form of a check or money order and made payable to the Woodstown Police Department in the amount of $150.00.

Note: Once your background check is complete, and your application is ready for approval, you will be notified by a member of the Firearms Unit to respond to the police department to pay for your application. Once payment is received, your application will be approved. You will then receive an automated email, which will contain a link to your permit to carry card. You must download and/or print the card out for your records.

References: Please advise your references they will receive an automated email questionnaire to be answered. Please advise them to complete the questionnaire immediately to fast-track your background investigation.

The on-line application is applicant driven. Please ensure that you have entered the best phone numbers and emails for yourself and your references.

If you intend to carry a firearm that you purchased AFTER completing your online permit to carry application, complete the “Permit to Carry- Description of additional handguns intended to be carried”, form SP182a. Once completed, the form must be returned to Woodstown Police Department.

Please do not contact or respond to the Police Department to inquire when your application will be complete. A member of the firearms unit will contact you.
